Constant CPU Usage 100%

Every now and again it dips from 100 - 50 however when I run any application/ game it sticks to a flat 100! Please I need help i've spent all day (8 hours trying to fix this) I recently just upgraded from an fx6300 and an r9 270x.
Graphics card - r9 290x
CPU - fx 8350
Motherboard - Gigabyte GA-78LMT
PSU - 750W Bronze Certified
16gb RAM - all 16 present ddr3 1333mhz

Your motherboard isn't the best for an FX-8350 and it probably has to throttle it for the VRM to survive. How are you cooling the CPU and VRM area?

I am only using a hyper 212 evo to cool the cpu

I was using an fx8350 and an r9270x before and it was working fine however the RAM had constant usage of 100% and during that time the 16gb that was installed only recognised was only as 12 gb (7.98 available) I bet nobody can fix this ...

I'd reinstall Windows. The RAM/CPU usage sounds like something's dogging the crap out of it.
