Constant Fluctuation in CPU Clock Speed

Hi guys. I was wondering if anyone could help me out here. I have a MSI gaming 5 motherboard paired with a i5 4690k cooled by a cryorig h7. I formatted my computer and my system is acting weird. Before I formatted my computer my CPU clock speed will stay at default 3.5ghz and when I would run heavy demanding programs then turbo would kick in etc. My idle temps would be anywhere from 34 degrees to 55 under load. Now after the format, when checking CPU-Z my computer cpu clock speed would fluctuate constantly and temps are 40 when idle and 60 under load. Can anyone help me change it back to the way it was please. I know for a fact that it doesnt have to do with my cpu cooler since the fans are spinning the same speed as it used to spin at.
