Constant frame stuttering

Starting off with the specs.

GPU - GTX 1050 2GB
CPU - Intel i3 6100
Mobo - Asus H110M-K
RAM - 8GB DDR4 2666Mhz


Hi guys, so over the past month or two frame stuttering has become an increasingly more annoying thing I've had to deal with. I understand my specs are not the greatest by any means, but beforehand I got a much better experience playing games. I had issues a while back with bluescreening, thought I resolved that, but recently it happened again and I had to reinstall windows.

I have two HDD's (newish 1TB 7200rpm, and another old 160gb, probably 5400rpm), at first my OS was on the 1TB, no issues but something happened and I reinstalled the OS onto the 160GB when the 1TB couldnt be read for some reason.

Do you think that the Hard drive's could cause frame stuttering? Ive tried putting games, and the OS, on both the hard drives, and have had no luck. Would an SSD resolve something like this?
The stuttering mainly happens in PUBG (tried all setting variations) and CSGO, and today, SCUM.
