Constant Ghost Keypress

A few days back I noticed that whenever I open file explorer, the address bar looks like this, which isn't a big deal other than being a nuisance. And it stops when I right click. But I also noticed that when I press [Ctrl] or [Alt] while having Chrome open, it closes a tab. This is more of a problem because I can't use shortcuts like [Ctrl] [V] or [Ctrl] [C], I have to manually right click and click paste or copy. I've gotten used to using the shortcut keys that I am constantly closing tabs on accident.

My first guess was that it was an hardware issue because the shortcut to close tabs is [Ctrl] [W] but my [W] key works just fine in games and when I test it on http://www.keyboardtester.com/ it doesn't seem like any keys are broken. Which leads me to believe that its an software issue.

The weird thing is that the issue doesn't show up immediately when I turn on my computer, it happens randomly after I've been using it awhile and so far the only way to fix it as far as I know is to restart my computer.

If anyone has any advice on how to fix this please let me know.

Solution
try a clean boot and see if it still happens, if it isn't then slowly re add start up programs till you find the cause: https://support.microsoft.com/en-au/help/929135/how-to-perform-a-clean-boot-in-windows

can also start in safe mode and see if it happens, if it doesn't it is likely to be a driver problem.
go to settings/update & security/recovery
under advanced start up, click restart now button
choose troubleshoot
choose advanced
choose start up options
hit the restart button
choose a safe mode (it doesn't matter which) by using number associated with it.
PC will restart and load safe mode
