Constant level of static when using my mic

Hi guys

- TL;DR below -
So for the last 6 months I have been receiving and loud constant level of static when using TeamSpeak or other similar software.
I also looked into the control panel, sound, 'recording' tab and have the same result.
When I speak into the microphone while using the recording tab the bar that picks up my voice doesn't change in any way, it stays at a constant level of static whether I speak or not.
I originally thought it was a problem with my microphone so I bought a brand new one but the problem persisted.
I've tested in both my front and back ports. (no change).
So I'm wondering if my PC is grounded properly? Currently my computer is sitting on top of a metal box.
Or can I test if my computer is building up some sort of electric charge that could be causing static?
I have just ordered a new sound card (that should be here tomorrow) as that's the only other thing I could think of testing.

Any ideas? Thanks in advance!

TL;DR : Constant level of static whether I talk into my microphone or not. Its not my headset that's broken and both front and back ports have the same issue.
