Question Constant light on GPU and USB even when PC turned off, is this normal?

Hi,

I have a constant white light on my GPU, as well as a light on USB-plugged items, even while the PC is turned off. I can also charge phones etc on my USB ports while the PC is on. Is this how it should be? (never had this on my old PC)

(By turned off I mean going Windows > Shut down)
