Question Constant noise from the semi-passive fan of the PSU ?

Hello. I have the following PSU:
Cooler master v850 SFX gold

The question is the following: The fact is that his cooler cuts constantly at a decent speed, although the block is semi-passive, there is no load. This is due to the adapter from 2x8 pin to 12VHPWR for 4070ti I suppose? Because the unit does not have the ability to read the load. If I'm wrong, please provide your options.

Also, is there any difference which PCIe slot is used to plug the power cord for the video card? there are 3 free ones in total, the purpose is the same.
