Constant reboot despite new mono and psu

Hello any help would be appreciated,

I had a Z97X-SLI with a evga supernova 850w g2, 4690k, gtx 980 ti unit that had stated to boot loop prior to post, so in order to diagnose the problem I breadboarded it (including removing the CPU) and still had the same issue. I figured I would replace both the mobo and PSU to rectify the problem without further hassle. After paying more than I'd hoped for an lga1150 mobo (Z97X-gaming 5) and PSU evga 850w b3 the problem still persist (even under breadboarded conditions) I've used new PSU cables and 2 different plug socket locations and I am clueless as to what could even be the problem let alone what to do to diagnose further.
Please help?

Do you have a speaker attached to the appropriate pins and what beep codes do you get?

Did you detach the drives when testing?

Take video card out and try with motherboard /CPU video?

Try with only one stick of ram instead of 2?

Thanks for replying, I get no beeps and have used a second speaker in case of speaker failure, in regards to the three following options this occurs whilst breadboarding (CPU,PSU and mobo on!y)

With the sli did you flash a beta bios? Because beta bioses can cause boot loops

And if you did flash the bios, did you flash the right bios? Because, there's 3 revisions of the sli mobo

After you replaced the mobo with the Gaming 5 did it turn on? And did you reinstall Windows?

Hey, thanks for the reply, unfortunately I didn't flash the bios in either mobo's, with the new mobo it still loops prior to post breadboarded or fully assembled.

I would check for bent pins. Since it boot loops on both mobos.

Neither turn on properly with or without the cpu no, they both continue to boot loop prior to post. The 4690k is an Intel chip so the pins are on the mobo's not the CPU but it made sense so I checked both mobo's with a macro lense and they seem fine, but thanks for the suggestion.

If there's more than one stick of ram installed, remove them. Try one stick at a time

My apologies if I worded something wrong, the PSU and mobo lights both turn on for around one second then turn off then after a couple of seconds back on ad infinitum, I thought that was called a boot loop prior to post. It does the same thing with any combination or all ram removed.

If you connected a mobo speaker and remove the ram does it beep?? If it doesnt then there's a prob somewhere

No nothing with with either mobo or speaker, quite the conundrum!

Yes and orientated as per mobo manuals.

Something is dead then, if it doesnt beep with no ram. Make sure the ram is in properly

Press down on both ends so you hear it click in

Retried and no joy I have just tried using a confirmed working PSU and still the same result. What are the chances the replacement mobo has somehow got the same problem?

Well its either the mobo or the CPU. Since the CPU stopped working on both mobos

You did connect the cpu fan, 24 pin and ATX12v right?

Yes to connectors, same result with CPU in and out.

I can hear 2 very faint clicks from the mobo speaker when it turns on and 1 very faint click when it turns off if that is any help.

Only thing you can try is another CPU. If that doesnt work, then there's a prob with the mobo or maybe ram
