Constant refreshing in games and programs

Hi guys,
Recently I started to get problems with my computer.
I'm not even sure how to describe my problem.
Roughly speaking it's like the F5 (refresh) button is being pressed down.
So when I start the game it works fine, but when I press Alt+Tab to get into desktop (to change music for example), and then I cant go back into the game. I press the icon in the task bar, it zooms in like it is opening it but then it disappears. The only way I can go back into the game is via the Task Manager. However after I get into the game (eg. World of Warships) the game starts to constantly refresh, the cursor (arrow) becomes the loading symbol. The game behaves as if I was pressing down the the F5 button, but I don't and the button itself is fine.

One more thing, sometimes when I'm in Facebook or Pintrest, when I scroll down, it doesn't scroll, it keeps me at the top, again as if it's refreshing the page.

I don't know if this helps, but I recently downloaded ETS2, and in there the map button was F5 (pressed quite often), and my problems started around the time I started playing the game.

And yes, I've updated the geforce drivers

Windows 10 64bit
RAM 24GB
i7 477ok
GTX 780

P.S. Everything works fine in Full Screen mode, but in windows mode it's getting messed up

You can try and perform a system restore before the issue reared its head. You can also try and perform a repair install to see if the corruption in your OS is removed. If you can do a test run, uninstall ETS2 and see if the issue is averted. It sounds to me like the F5 key has been mashed too often to pop up as a culprit.
One more thing, sometimes when I'm in Facebook or Pintrest, when I scroll down, it doesn't scroll, it keeps me at the top, again as if it's refreshing the page.

You forgot to include your motherboard in your systems specs. have you performed all the necessary BIOS and driver updates? There is a known issue with Nvidia's...
