Question Constant stuttering and freezing

I've been dealing with constant stuttering and freezes while in game/when using apps (like chrome, discord, etc) and even when my PC does nothing (the cursor just froze in the desktop). I've swapped CPUS (From a 2200g to a 3500) as well as my motherboard and RAM Kit (even though they're mostly the same as in frequency and size 8gbs to be exact just from a different brand). Does this mean that my HDD is the one causing this constant problem? or is it something else? I'm quite sure it was the HDD since I've been running on it for 5 years now without adding an SSD.

Here's my current specs:
Ryzen 5 3500
GTX 950 AMP
ASRock B450-HDV
Silicon Power DDR4 8GB (4x2) 2666mhz
WD Blue 1TB

Any help would be appreciated and sorry if my english is quite hard to understand since its not my first language.

Have you reinstalled windows? As far as I know after a new motherboard installation it is highly recommended to clean install windows

I didn't since this has been happening before I changed my motherboard and my CPU.
