Question Constant stuttering everywhere but safe mode

Specs:
Operating System: Windows 10 Pro 64-bit
CPU: i5 7600K
GPU: GTX 1070
RAM: 16GB DDR4
Motherboard: MSI Z270-A PRO

I'm having constant display stuttering about every half a second, I don't really know hot to better explain it and have no clue what started it so I'll just show it

mouse input gets cut off during the stutters but not keyboard
it doesn't start until a few seconds, rarely minutes after starting my pc
audio doesn't stutter
task manager doesn't show any overutilization
I'm not overclocking
Windows memory diagnostic says RAM is fine
Gsmartcontrol short tests on my SSD and both hard drives turned up no problems
CPU passed IPDT64 with no issues

All but SSD and RAM are performing below expectations

What I've tried:
Updating all my drivers with Snappy Driver Installer
Uninstalling and reinstalling my Nvidia drivers with DDU
Resetting Windows
/sfc scannow
dism /online /cleanup-image /restorehealth
checking for overheating
Microsoft tech support for 3 hours of explaining it's not just a mouse issue only to get escalated to a level 2 tech who also couldn't get it through his thick skull that it's not a mouse issue for another 3 hours
more that I've forgotten over ~25 hours trying to fix this since thursday

you say reset windows, but have you done a true clean install of windows?

If a clean install of windows doesn't fix the issue it could be some weird hardware issue in which case you should breadboard your PC and see if you still have issues.
So remove you GPU, and leave one drive, and one stick of ram, and see what happens.
If it still happens, switch to the other ram stick and check again.

I'll try a clean install but I need to get my backups in order tonight (unless only the SSD the OS is on will be wiped clean leaving my other drives intact) , gotta be up for work tomorrow so won't be able to give an update before 5pm cst, sincere thanks for the help
