Contact recovery from dead Android phone

Hi guys, a friend of mine sunk mobile phone into water.
It's dead for sure, but the question is: Is there a way to get contacts from it? They were saved on phone's storage with no backup. Are they gone or is there a way?

if there not on the simm card when he moved the card to the new phone. he may be lucky. the screen itself may not come on but the phone pcb may still post. if there a local phone repair store if they can get it to turn on they may be able to copy his contact list off the phone.
