Continuous GPU usage even when Idle!

while monitoring MSI afterburner, I noticed my gpu usage continuously using resources while completely being idle from 0-3% usage nonstop for a long duration of time then stops for a while, then back again. Sometimes it spikes at around 10-14% usage but this rarely happened. This I made sure that the only application im running are, MSI Afterburner and avast! antivirus that i think doesnt uses this kind of usage behavior.

Is my gpu at risk of something? its a 3mos old sapphire r9 280x toxic under stock clocks, temps hovers @ 34-36 when AC is turned on, then about 40 (i think coz of the usage) when no AC. Im living in a hot tropical country. Really appreciate if someone can help or enlighten me, thanks!

Intel i5 2320 @ 3ghz stock

3 SATA HDDs
Sapphire r9 280x Toxic

It still has to control all the colors shooting across your screen when "idle". 1-3% is what i see MSI Afterburner bouncing between with my 260x,with short spikes into +10%.

i see, so it is perfectly mormal for a gpu in idle to behave like that....bouncing back and forth nonstop like for a long duration..thanks for the feedback sir!
