Control fan speed H81M-E34

Hello here is my system :
-i7 4790
-16 GB Ram
-H81M-E34
-r9 380
-Cooler Master k-380
-Cooler Master fan SickleFlow 120(*)

And here is my question: I put a new system fan(*) in my PC but it always blows very fast. And is noisy. How do I control it? I do not want to buy a controller at all.

The rear preinstalled 3pin fan is in the 4 pin header "system fan 1" and blows at 5v 700rpm wich is perfect. The second new one is installed on the "system fan 2" header but I can't see it in software(speedfan) nor do i see it in bios any readings on it's speed. It blows at full speed i gues.

Is there any way to reduce the voltage or just set a speed for this fan as it is very noisy.


extra: I have not been able to change the speed of the first fan either. I am new with this.

Still the same problem, there are 2 fans installed but the second one always runs at full speed and is not detected.
