Control panel not showing any one icon

Hello,
when i do double click on the control panel, why not yet opening the control panel

Is the problem seen only for the control panel?

Anyway
try run>control.
Try Switching between classic and category views in the control panel.
Do a scan for the viruses or any malwares with latest antivirus.

Some viruses will disable all adminstrative control like the control panel do a virus scan in safe mode if you can.
