Control Panel/ Personalize Not Working!

Please help, i have a weird problem where sometimes when i reboot my computer the control panel simply wont work. I click control panel and it just dosnt do anything. When i right click my desktop and hit personalize it also does nothing. It seems to go away randomly when i reboot. Help!

Well thats a bummer. Cant think of anything except maybe a corrupted windows file. Id probably re-install windows.

see i think it may have to do with the services i disabled, cuz it happened when i installed 64 bit also, but why would it fluctuate and i didnt disable anything that has to do with this.

hi...anybody knw..in my lappy...i hav Windows Vista Extram in it.i install i theme 4m net,but whn i delete that---Now i cant open "Personalize" option..so wht i hav 2 do get back tht option...???
