Whilst playing Control I can turn all settings to low and even render resolution to 720 and get 250+ frames, but when I turn on raytracing it drops to 40 (in certain areas)

The thing that baffles me is it will stay on 40fps on highest setting or lowest setting and also my cpu sits at 20%~ but gpu is at 5% to 20%~. Does ray tracing not use gpu power like other game graphics or what? I really dont understand it.

Here are my specs:

Operating System: Windows 10 Home 64-bit (10.0, Build 18362) (18362.19h1_release.190318-1202)
System Manufacturer: Micro-Star International Co., Ltd.
System Model: MPG Z390 GAMING EDGE AC MS-7B17
BIOS: A.50 (type: UEFI)
Processor: Intel(R) Core(TM) i9-9900K CPU @ 3.60GHz (16 CPUs), ~3.6GHz
Memory: Corsair 32GB RAM 3600mhz
Card: NVIDIA GeForce RTX 2080
HDD: corsair mp510 m.2 nvme 500gb
PSU: Seasonic Focus Plus+ 750 Watt Gold

EDIT: playing on 1080p

Ray tracing is largely independent of graphics settings in general - but it is directly massively affected by the screen resolution since it's linearly related to the number of pixels. Get the latest Nvidia drivers and if you dare install geforce experience and let it configure the graphics settings assuming it has a profile for control.

I have the latest drivers, ill try the experience thing but in the past this made games worse

UPDATE: I tried letting geforce experience configure but all it basically did was turn off msaa and turn on dlss which makes my game render at 720 making it look like crap

I figured it out.... task manager just wasnt recording the right levels of usage, i opened msi afterburner monitor and it was using 98%...

Dont trust task manager.
