Specifically, I would like to have my desktop PC at home connected to the home's wifi while my laptop is connected to a different wifi somewhere else and be able to control my desktop through my laptop over the wifi.

1. Do I need a 3rd party app for this or can I easily set this up myself?

2. Would I be able to play games this way or only browse the web and watch videos?

Solution
That's not his point, the point is that you will get terrible FPS because you basically have to stream it to your phone, you'll at least double your latency because you have to send through two WiFi networks, and wont end up having much fun as a result. I did it with minecrfat- MINECRAFT- and couldn't get a good experience
However, if you want to go for it anyway, if you have an android (probably apple too, but I'm not sure) a Bluetooth keyboard and mouse will connect to it.

1. TeamViewer would probably be the easiest for this.

2. No games beyond Solitaire.

What exactly are you wanting to do with this?

Hope it is not too dumb of me to want to be able to play games with this method.
