Controlling fan on my P8H61 M-LE Motherboard

Hi there, recently I bought a ID Cooling PL12025 4-pin PWM. I installed it on molex first and its noisy running @ 2400 RPM. I transferred it to my Motherboard CHA_FAN 3 pin but It's just the same. I've read some forums that you need to adjust the fan's voltage from 12V to 5V via BIOS. But it seems I can't find it on my BIOS.
So is there any way that I can control my fan?

Or if I would buy a Fan controller (Deepcool Rockman PWM for cheaper fan controller) and connect it to my 3 pin mobo, would that be possible? Thank you!
 
The P8H61 M-LE is a low-end economy model motherboard. It does not use PWN capabilities and has no PWN header.

The CPU fan can be controlled by motherboard Q-fan program. The motherboard has a single 3-pin chassis fan with no control over it.

Deepcool Rockman can be used on motherboards without PWN fan control. The PWN signal cable is not used. Just skip that step when connecting it.
 


So I will connect the first 3 pin of deepcool rockman to my 3 pin chasis fan mobo then i can control every 4 pin fan that i connect to the controller?
