Most 15mm manufacturers measure the 15mm from sole to eyes, so in
effect a 15mm figure is 17-18mm tall. A good rule of thumb is that
15mm wargames figures are around 1:100 scale (3mm to the foot) and
when you factor in base height on top ofg that, HOscale buildings are
within adequert tolerance levels. But if you need to scale them down,
reduce them by 10-15% rather than 25%.
