Convert custom PC to ps4 operating system to play PS4 games

Is there a way to convert a PC into a ps4? To clarify like if I build a custom PC and have an empty hard drive is there a way to upload the ps4 operating system on the hard drive and play PS4 games? Also where would you get a ps4 operating system if this can be done.
