convert wifi dongle into plug and connect wifi dongle

I own an Huawei E3131B Data Card. The device itself doesn't have inbuilt wifi adapter. It takes the PC/Laptop wifi adapter to create an hotspot. Now how can I use this device to create an hotspot by simply attaching a wifi adapter to the device and then plugging the device to a power socket/car charger?

You still need some kind of device that has a cpu to do the work. Pretty much all you would accomplish is hooking a mobile broadband radio chip to a WiFi radio chip. You still only have the 2 radios with nothing to do the actual hotspot function.
