Converting SSD to GPT from MBR

I am currently trying to convert a SSD to GBT and finding I am unable to do so. The SSD I am trying to convert is not the SSD I am booted from so I do not know what the issue is. The SSD is completely formatted with nothing on it, but I can not convert to GBT.

Open "Disk Management" app, delete all partitions, right-click over drive, "Convert to GPT"
