My current computer is a 3570k @4.5ghz, 16gb ram, and 980ti. I will move my 980ti into the new build for the time being.

Backstory:
Whenever I build new computers, I always try to double EVERYTHING. My old computer had a core 2 duo e8500 with 8gb ram. Upgraded to i5 3570k with 16gb ram.

Now:
Today I want to upgrade. My budget is limited to these options:

3600x and 32gb 3200mhz ram
OR
3700x and 16gb 3200mhz ram
OR
3700x and 32gb 3200mhz ram (costs $70 more)

I mostly game and surf the web. I know the 3600x is plenty for my use, but I do like the sound of an 8 core cpu. 🆒 As you can probably tell, I use my computers for many years, so I feel the 3700x is more "future proof." Ideally I would go with the 3700x and 32gb ram because my ram usage gets up to 13gb at times, but it's hard to justify the extra $70.

Convince me!

Solution
If you've had that i5 since launch or close, that's 7 years. What's $70 over 7 years? Ten bucks a year sounds worth it to me, but go with what best suits your budget. Though it also seems these new ryzens will prefer 3600, so you may consider that and adjust your budget a bit. But still you're probably talking another $30ish, still worth it, IMO.

3600x + 16GB of 3600MHz RAM on a good b450 MB is what I would choose in your place.
X because of easy automatic boost which would bring you to best possible OC to just few % and exceed OC performance over OC in single core/thread applications.
16 GB of fast RAM because of Ryzen's affinity for fast RAM and 32GB you'd be less likely to use.
Good b450 MB (just gotta watch for compatible BIOS) because they are good enough for even more cores but ideal for 6 core without going overboard with price.

Like other suggested, 3600X or 3700X would be a solid upgrade, personally if you are a person who keeps the processor for nearly a decade i would suggest the latter.

16GB 3600Mhz is more or less overkill and RAM is one of the areas you can easily upgrade afterwards if needed, RAM prices tends to decrease btw.

For motherboards MSI B450 Tomahawk or MSI B450 Pro Carbon AC are solid choices for both the mentioned processors. If you fancy Wifi, LAN and better audio get the latter. Both the MB's support BIOS update with just a thumb drive.

Go with the 3700x for sure, but keep your 16 Gb of RAM - only make sure your mobo will support 4 sticks, so that you can upgrade to 32 Gb if you really need it one day.
