Is this cooler quieter then stock Intel cooler?

Yes.
Well it kinda depends from my opinon.
If you have atleast intake and exhaust in PC it should not be that loud, which is in my build.
If i use it without any ventilation, it becomes hotbox even tho the sidepanel is not on.

Yes it should cool better than the stock heatsink, I have used it a long time ago overclocking a c2d, works quite well. I don't even see it available these days, only the TX3 Evo for $30 - I would probably go for a Cryorig M9i for $25 I am cheap
