Question Cooler problem pc freeze after start up

When I put new cooler on cpu pc starts but freezes at the bios logo
When I put old cooler my pc turns on but I get high 76°c

Also, with all this swapping of coolers, are you correctly cleaning the cooler/cpu of paste between swaps, or reusing the old paste? And which paste?
