Question Cooler Suggestion

Hello all, I would like your advise on which CPU cooler to use for below build. I was thinking to buy Hyper 212 EVO but im afraid it will not be enough.

It is very difficult for me to decide and honestly I would prefer to go Air cooling, if something can handle my processor and overclocking.

The main use of the build will be gaming and over-clocking is on plan.

CPU: Intel i7-9700k
GPU: ZOTAC GAMING GeForce RTX 2080 SUPER AMP
RAM: 2 x 16GB CRUCIAL BALLASTIX DDR4 2400
SSD: Samsung 250GB Evo
HDD: WD 2TB Blue SATA
Power supply: Corsair CX750M
Case: Phanteks Eclipse P400

What is your budget for your cooler, where are you located and what is your preferred site for purchase? I'd get a 240mm AIO and mount it to the front for a cleaner build.

My budget would be 100-150 US$ and i live in Dubai. I would mostly go to a local shop here or shop through Amazon.

Which AIO would you recommend ?
