Cooling fan of gtx 1060 3 gb is not spinning at start up

Hi,
Recently i have bought gtx 1060 3 gb graphics card but after installing it, everything is working except cooling fan. My mainboard is gigabyte g41m-combo.is there any problem with my mainboard. I think there is a compatibility issue. Last time my pc was stopped suddenly showing "your pc ran into some problem". So what can be the solution? Can you help me please.

most graphics-cards today got semi passive-fans. Get into for example FurMark and after your GPU hits 60 degrees, the fans start spinning up ;D
Or do you have the gtx1060 founders Edition? When you got a founders edition with a blow-style cooler you have a Problem..

The fans only spin once the gpu reaches a certain temperature. There's no reason to be worried about the fans unless they don't spin when it's under a lot of load

Well I have Gigabyte gtx 1060 3 gb oc edition. You have said that it will spin when temperature reaches 60 deggre. But sometimes my pc is shutting down showing that"your pc ran into some problems".I don't know the exact problem. Do I need to change motherboard & processor or something else.my pc configuration is
Gigabyte G 41 M COMBI
Intel core 2 quad Q8400 2..66Ghz
Twinmos 4 gb ram 1333 Mhz
Thermaltech 550w psu

I don't really know if it will fix your problem but you definitely need a better cpu and at least 8gb of ram
