Cooling fan question

Guys I'm pretty confused between buying either Cooler Master NotePalX3 or Cooler Master NotePal XL.
Cooler Master NotePal X3:

Please recommend which one has better overall performance. XL has better airflow but lesser RPM.
Also, are there any better coolers at about $40?

well you pay for what you pay..
the Cooler Master NotePal XL have a better airflow ( 89.8 CFM ) compare to Cooler Master NotePal X3 ( 65 ~ 76.5 CFM )

I was confused at this point. Cooler Master NotePal X3 has 15 RPM while Cooler Master NotePal XL has 10 RPM. Is Cooler Master NotePal XL still better?
