So I have a palit gtx 1060. It is good but it runs quite hot and so the fans are incredibly loud. I would like to find another cooling option for it so I can play games without the fans drowning out any other sounds.

I looked at liquid cooling but none of the cooling brackets I found say directly that they would be suitable for a 1060. So what liquid cooling brackets are suitable for my card? (If any)

If you do not wish to shell out for water cooling, an Arctic Accelero cooler can be had for $60-120, and are listed as being compatible with GTX 1060. The flavor of your card does not matter, the contact is similar to a cpu. The VRAM is cooled by small heatsinks.
If considered, note the dimensions of your case, because the Xtreme models are relatively long. Installing another fan may help slightly.
Wait, did you try to clean the heatsink on your 1060 and refresh the thermal paste?

I have a cit f3 case with 2 fans. No overclocking on the card although I would like to. Not sure about room temp but in Britain during a cold spring so nothing particularly abnormal temperature-wise I doubt.

What temperatures are you getting on the card? Where are the fans mounted? Putting in 3rd fan could help a lot. If you really want to go down the water cooling route check out this: https://www.ekwb.com and go to their configurerator. It will do all the work for you. But first try all other options because water cooling is not a cheap route to go down.
