will it be advisable to place an ice pack near the vent which is outside of the case but system fan is right beside it . will this cause components to moisture up and damage it?

Solution
As the ice melts, it will create moisture, which will be blown into your computer. It probably won't matter at first when the ice is new, but it will once water droplets start to appear.

An ice pack is probably not going to offer a temperature improvement anyway. You're better off focusing on cooling the entire room by using an air conditioner or opening a window.
