Question Cooling the i5 9600k

Pairing this cooler with the i5 9600k and something within the vrm of the gigabyte z390 gaming x, what would be an appropriate cooler to reach clock speeds of 4.6 Ghz and beyond? (I realize all this is silicon lottery but speaking in terms of average or what I would be projected of getting).

I'd rather use air cooling as I am a new builder and it is more reliable, choices I have been looking at include the noctua d15s or something cheaper like the cryorig h7. Which one is better for its price and performance or is there an alternative out there?

Both great coolers, I don't see 4.6 as being difficult to achieve.

I'm use h7 in processor i7 6700k. 4.5 ghz=60-65 C. I think it would be ok for such processor as you have .
