"Copperhoof Vorrac gets +1/+1 for each untapped permanent your
opponents control."
It does not say anything about "end of turn" , or "at the time it
comes into play", so does that mean that the +1/+1 keep on
accumulating every turn?
I guess not, but something seems to be missing in the wording.

What is there to accumulate? If your opponent has five untapped
permanents, it's a 7/7. If he taps one of them, it immediately becomes 6/6.
There are no +1/+1 counters used to track these changes, which I'm guessing
is what you think is happening. The Vorrac just examines the game state
constantly and changes as the game changes.

It's a continuous static ability. It's kind of like Glorious Anthem or
Coat of Arms, except that it's only applying it to itself and it's
counting something different.

At any point in time, its power and toughness are each equal to 2 plus
the number of untapped permanents your opponents control. It doesn't
accumulate or do anything special when it comes into play or at end of
turn. It's just an ability that continuously modifies its power and
toughness.

The bonuses fluctuate continuously, based on how many untapped
permanents your opponent controls at that moment. Your opponent
controls four untapped permanents, and the Vorrac is a 6/6. He
taps one, and the Vorrac immediately becomes a 5/5.

Er, it doesn't say ANYTHING about "Put a +1/+1 counter on CV for each...". This
is not an activated or triggered ability of any kind, and does NOT involve
counters or anything else that could "accumulate".

This is a static ability, with a continuous effect; the CV, at every instant,
checks to see how many untapped permanents your opponents control between them
all, and has a bonus based on that. If the number of opponents' untapped
permanents changes either way, the size of the bonus adjusts to fit.
