I heard of the tales of the fabled "15 dollar copy of Windows 10", if those tales are true, does anyone know where I can get that 15 dollar copy of Windows 10? Unless those were just stories.

1. They exist.
2. They are not valid. At all.

This is exactly like the fabled "70 inch Sony 4k TV for $50".

It isn't valid. The only time it's valid is if you see Microsoft themselves selling windows 10 for that price, if it's by a 3rd party, then it's not valid.

A good example was when windows 8 was $20 a few years ago, that was legit because Microsoft was selling it for that price and popular websites like Amazon and NewEgg were selling them aswell.

A valid Windows license is 7% of that $1500. You can squeeze that in.
The OS is just as much a part of a new PC as is the CPU/RAM/PSU/GPU. Budget it in, just like the rest of the parts.
