Copying local Profiles "access denied"

i am using the system tool..to copy local profiles but keep getting "access
denied"

i am logged on locally as the admistrator , selecting the local profile i
want to copy , then selecting the new profile name i want to copy
to..permitted to use also set

i works sometime but othertimes get access denied

how can i overcome this , i have full admin rights , users has no encrypted
folders etc
