core 1 jumping from 6% to 7% per Rightmark

I have the memory multiplier set to 2

I set the ratio to 7% and the FSB to 340.

Core 2 shows correctly at 2.4 but core 1 is jumping from 2.4 to 2.05

CPU-Z when it first pops up show 7% but the it changes to 6%

Whats the deal?

Never mind, apparently its a energy savings item by Intel. When I ran a SuperPi, it stayed at what its supposed to be.

But I dont get it, it bounces back and forth, even at idle, every few seconds.
