You are not going to get the FPS you want with that graphics card. Fortunately, you can reuse your case, hdd, and optical drive. That PSU is not very good, though. That said, something like this might work for you.

CPU: Intel Core i5-4570 3.2GHz Quad-Core Processor ($189.99 @ Amazon)
Motherboard: ASRock B85 Pro4 ATX LGA1150 Motherboard ($69.99 @ Newegg)

You can still re-use your current kit. Check the CPU computability of your board:

Try and get hold of a core 2 quad with the best clock speed you can, might have to purchase second hand. They are still pretty capable processors if you are on a budget. (make sure you update your BIOS before changing your CPU if needed)

4gb RAM should be ok for now, it's a bit low but ok.

As for the GPU I would consider something like an AMD R9-270, it's super cheap at the moment for the performance and shouldn't tax your PSU too much.

Then the biggest performance boost would be to try and invest in an SSD. A solid state drive will boost the overall performance of your machine no end. Sandisk do some pretty decent / cheap SSD's at the moment.

Sorry I don't know the middle east market at all, you can not get core 2 quads new anywhere really. With the age of your setup you are limited to second hand parts. Do you have access to ebay or similar in the middle east?

A less expensive option if you have to keep that PSU.
