Question Core 2 Duo E8500 and CS GO (temperature problem)

So I bought this new cpu off of eBay, when I was removing my old cpu I kinda broke one of the pins on the CPU cooler but it's tight and isn't wobbly. In CS GO I get around 30 fps on lowest settings (in deathmatch) on other matches I reach 60 to 70 fps drops are really common it might drop from 60 fps all the way to 3 or 20 for a split second then catch up again I expected much better fps from this cpu on lowest settings could my problem be a temperature problem? Here are my specs : core 2 Duo e8500 3.16 ghz
GT 1030 2 gb (GDDR5)
4 gb ram ddr2 800 MHz (dual channel)

Nevermind it looks like it was a CPU problem temp would hit 100 degrees when usage was at 100%

do you have thermal paste underneeth your cpu cooler?
if you have, what thermal paste and cpu cooler did you use?
