does Core 2 quad q6600 and R7 250 enough for modern gaming with medium/low settings? I have 4gb ram

Yes, probably. The Q6600 is actually more powerful that most think. Still a great CPU. The thing that will determine your performance though is the R7-250. Not a powerful card, but will be decent at low settings. The difference between 1gb version and 2gb one might be huge though, since games like Fallout 4 need at least 2gb. (1gb will work, but will also struggle quite a lot)

And get more RAM. 4Gb is a bit too little for modern gaming, and doing anything else. You have about the same specification as a lower end gaming laptop, and they will just play modern games at low/medium, especially if lower than 1080p.
