Core Apps (I.e. Photos, Calculator, Settings Etc...) wont work. This application can not be used inbuilt administrator account

I have been googling this for far to long with little/no success.

I am the systems admin and have tinkered with just about every setting.

What I want (if possible) is to use these apps without changing my user account and keeping UAC disabled.

It sounds like something has gotten corrupted in your system. I can run Photos and Calculator on my Windows 10 laptop with no problem. Try opening an administrator command prompt and issuing this command: sfc /scannow . I'd be sure I've got anything I didn't want to lose backed up since obviously something isn't right with your system.
