Core Clock Speed Question

When I play League of Legends my GPU-Z monitors my Core clock speed to at the loading screen starts at 1050.0 MHz then flatlines to 450.0 MHz for the rest of the game, my memory clock stays at 1400.0 MHz, the GPU Temperature stays relatively around 40.0C. This low Core clock speed cause low fps and lag in big fights. And GPU load is under 10%.

When I play Castlevania: Lord Of Shadows Ultimate edition, my core clock speed stays at 1050.0 MHz, Memory clock at 1400.0MHz, and GPU temperature is around maybe 40-50C

I was wondering if there is anything i can do ? And why my rig doesn't stay at 1050.0 MHz when playing league.

Is there anyway i could make it/ think it is? In a way force performance for this game? I get around 20 fps when i play, its currently uncapped.

I've had a tough time trying to get higher fps from league. I've got 2 7970's and a 8350. My temps are fine and my usage is way lower than it should be. To be honest I think its that the game doesn't understand how to utilize your builds performance. The only thing left I have to check is to watch each core in my cpu and see if a single one is capping out.
