Question Core clock stays at 1268(max) after game is closed

Hi all, maybe you guys can help me out. I have a MSI RX570 8gb and whenever I stop running a game the core clock stays maxed out at 1268. I've tried updating the drivers. I've tried going through the task manager and closing processes that I thought would be the source, but nothing has worked except restarting the computer. All other applications I've used have not had this problem. Any ideas would be much appreciated. Thanks for your time.

I'm using the most recent version 19.3 and the wattman settings are default. Is there a way to roll back the driver? I haven't tried that yet.

So, just an update; I've uninstalled drivers using DDU software. Core clock went back to normal after reinstalling drivers for a little while, but now the core clock gets stuck at 1268 again... Temps are staying up around 60C... this is not running any programs; still happens after playing a game. Please help.
