For seemless windows 10, it basically requires 8Gb of ram, but will work on 4Gb.
But what's happening is you are exceeding ram limits in games, so windows is using your storage as a secondary ram source, which with a hdd slows things down drastically. Win10 pretty much uses 1.5-2Gb just to run, leaving 2-2.5Gb for a game, and even CSGO uses anywhere from 3-4Gb by itself. So at around 3.5Gb total usage, the remaining balance is shifted to hdd. That's killing your fps, smoothness etc. Abysmal is an understatement when that happens.
8Gb or 16Gb is needed. After that see where your cpu/gpu stands, although a move to an i7 would be worth the cash, if you can get any of them at a decent price.
