Core i5 3470 getting 3.3ghz... During stress test

hi,
I am using i5 3470 but it shows 3.2 (3.5) but turbo bost should be 3.6
What can be the reason? and also during stress test i opened coreTemp and there it showed frequency around 3.4 in 100% load ( all cores) ..
I am using H61m S2p B3 Mobo ( gigabyte) (i recently shifted from i3 2100 to 3470 so i didnt change the mobo ) . Today one of my friend bought i5 3470 and b75 mobo , in pc status it shows 3.2 (3.6) which is perfect.

so why i am getting lower frequency than it should have? any suggestions??

Solution
The turbo varies form situation to situation. I am not sure but 3,3Ghz might be the Turbo when a programme needs only 2 cores.

edit: Hmm it should be from 3,4GHz to 3,6GHz

I actually dont know how to overclock as i dont have a decent mobo. well, yes, there it is 32x. so can u tell me what can i do to this situation?
