core i5-650 vs. xeon x3470 cooling requirements

Hi, currently I'm using a hp 8100 elite sff pc with a core i5-650 inside of it. I have a new processor coming (xeon x3470) and I can't get thermal paste for it. Under load, the core i5-650 runs at 60 degrees Celsius max. But if I replace it now with the xeon x3470 (without the thermal paste on the cpu) will the CPU thermal throttle? I do know that the heatsink has some thermal paste residue on it. I don't know the heatsink but the link to the PC is here:

If you change the cpu it is mandatory that you remove the thermal paste from the heatsink and put new one. The old one does not work because it will be dry and will not provide the necessary correct contact. If it does not do so, the CPU can heat up excessively.
Where have you bought the x3470? In some online stores like aliexpress they send it with a small sample of thermal paste.

The Xeon may not be recognized by the HP BIOS. Have you checked the CPU support list for that PC?
The Xeon is also a 95W (TDP) CPU, while the i5-650 is only a 73W (TDP) CPU. I doubt the heat sink/cooler will be able to keep it within safe temps anyway. Even with fresh thermal paste.
Reusing old thermal paste is usually a no-no. Especially if it is dried out and flaky. I suggest when you put the new or old CPU back in you get some fresh.
And it is NEVER OK to not use thermal paste.

Do you have discrete graphic in your pc?
Keep in mind that the I5-650 has integrated graphics and the X3470 lacks it, so it is essential that your PC has a discrete graphic to work with the xeon. Note that the pc of the link that you have indicated does not have discrete graphics and in it the X3470 would not work.

Additionally, as clutchc says, it is an unknown if your motherboard supports xeon. The HP Web does not list the xeon as compatible processors but it is possible (but not sure) to work because it supports I7 that are almost identical.

I do have a 1050ti in my pc. I heard i may need a bios update. But i can't access any newer bios updates on the hp website.

Okay so update: The cpu came in.. it came with thermal paste! But... people said it may not be compatible. It is. If you have a hp 8100 elite sff compaq pc.. then you can upgrade to a xeon x3470. No bios update required.

Are you still going to use the old cooler?

yes, the old cooler works with it fine. It is a bit toasty at 84 degrees max on the hottest core but that's it.

OK. Keep in mind that Intel recommends a max core temp of 72.7C.
