Core i5 8400 at 3.7Ghz

I just bought a core I5 and when using the CPU Z on the Stress CPU option, the cpu only runs at max 3.7Ghz. I read the 8400 max speed was 4 Ghz. Is my processor defective?
 

4Ghz is the single core turbo frequency. If you run a single threaded workload (a load that only taxes a single CPU core), it should run at 4Ghz. Most "stress" tests will fire up all 6 cores in the CPU, which causes might higher load and reduces the turbo frequency. 3.7Ghz sounds absolutely fine for a 6 core stress test.

There's nothing wrong. The CPU is behaving as it should.
