Question core i5 9600 k small glitch (sometime)

Hi guys.
I have intel core i5 9600k , today when i power on computer , i see small glitch on TV. (HDMI LED TV not Monitor)
I restart computer many time and sometime glitch shown. what happend?

Note :

1. i installed air cooler on cpu (2 week ago) and yesterday i fear that air cooler not contact cpu , again screw tight air cooler little bit. (one spin)
2. my windows : 10
3. i don't install gigabyte motherboard driver / utilities disk yet.
4. i don't have graphic yet. (use igpu)
