Core i5 max @ 3.9 Ghz

I tried to stress test my CPU to a single core, since I read the 6 cores working will result in maximum 3.8 Ghz. So I used Prime 95 and Heavy load and the max speed i got was 3.911, does that round up to 4Ghz or like my GPU should I expect a higher speed?
 
It is hard to truly stress test a CPU in Windows these days. Windows is good at putting task to unused cores. Unless you set a speed in the BIOS with the overclocking function Prime95 will most likely be able to stress a single core but not get it to where only that core is being used and in such cases the CPU will not go to its maximum boost rate for a single core.
 


Thanks for the answer, so could 3.911 ghz rounded up to 4Ghz and it's a good CPU speed?.
 
The max turbo for a Core i5 8400 is 4GHz and that's normally for a single core. As a stock speed that's a decent boost number. You could probably overclock it to a sustained 4GHz across all cores but need decent cooling to do that.
