I have decided to buy an i7-4770K with the following motherboard for a PC build:

ASUS Z87-A LGA 1150 Intel Z87 HDMI SATA 6Gb/s USB 3.0 ATX Intel Motherboard

I don't game and need a quiet computer (without loud fan noises). Will the on-board 4770K graphics be sufficient for my needs (web/office/watch videos) or will I notice a significant performance improvement with a separate video card.

Thanks!

Will the system be used only for office, or will it have more processor heavy tasks?
If you are just doing office work etc, you should just get an i5 4670k, as that is more than enough for office work. If you do not plan on overclocking, get the standard i5 4670 or i7 4770, not the K models, as these are the models aimed at...

The HD 4600 integrated graphics are more than enough for office, web browsing and watching videos.

As wanderer said, a 4770k is seriously overkill for what you described. If you insist on having a K-chip, you can step down to a 4670k.

But if you are really only going to use your PC only for office/web/youtube/netflix/etc. with absolutely no gaming or other more demanding applications, even a Celeron or Pentium CPU would get the job done... or you could buy a 4-5 years old Core2Duo for $100-150 (whole system including PSU, RAM, HDD, etc.) off eBay and that might still be overkill for your uses: on my Core2Duo E8400, I could simultaneously play 5x 1080p videos in full software decode before the CPU would hit 100% load and that's at stock 3GHz clock.
