My motherboard is a asrock 960gm-vgs3
What can I do?

Chances are it's your motherboard. I believe that's a 3+1 phase motherboard and is pretty weak on power delivery. The vrm's don't have a heatsink on them and could very well be overheating and causing throttling even if your cpu temps seem ok. You can try to position a fan to blow over the vrm and give them extra cooling but you may end up needing a better motherboard if it doesn't help.

You're probably not noticing or experiencing the throttling while running basic programs when the cpu isn't under very heavy load.
